Water and Wastewater Engineering Executive
POSITION INFO:
Job Title: Executive Manager – Engineering Services Reporting to: Chief Executive Officer Sector: Water Utilities Public Sector Location: Based in Polokwane
Job Purpose: The Executive Manager – Engineering Services is responsible for the strategic management of engineering services according to the approved business plans and engineering standards.
Contract Duration: Five-year contract, with renewal based on performance metrics.
Compensation: Competitive salary with comprehensive benefits, including medical aid and pension. Relocation costs fully covered by the client.
Key Responsibilities:

Oversee projects and planning of the engineering function.

Conduct annual strategic planning.

Oversee and lead the budgeting process in compliance with National Treasury guidelines and monitor the utilization of budgets within the department.

Develop and oversee the departmental risk profile.

Identify, develop, and implement innovative and new business opportunities to grow the business and increase revenue.

Manage the monitoring, forecasting, and demand for water, and secure raw water extraction licenses from DWS through applications and negotiations to ensure sufficient supply capacity.

Develop, implement, and manage an effective stakeholder management model and relations.

Oversee the preparation and submission of monthly and quarterly departmental performance reports.

Oversee CAPEX and OPEX budgets to ensure cost-effective utilization and implement cost control measures to ensure optimal benefit and minimal risk exposure.

Identify projects, conduct feasibility studies and preliminary design, and determine institutional and social development needs.

Commission final designs.

Secure funding for capital projects and oversee capital projects as per the applicable legislation and frameworks.

Develop and oversee departmental policies and procedures in line with regulations and the business model of the water utility company.

Ensure compliance with all policy and procedure requirements and the code of ethics.
Mandatory Qualifications, Experience, and Training:
Qualifications:

Degree in a relevant Engineering field.

Registration as a Professional Engineer with ECSA/Professional Technologist is mandatory.

Knowledge of the Public Finance Management Act, National Treasury Regulation, and Water Services Act.
