JOB CONTEXT:

We are seeking a highly organized and experienced Tender Administrator and Engineer with expertise in project methodologies, program management, design, and pricing. The ideal candidate will be responsible for managing the tender process from initial inquiry through to submission, with a focus on preparing technical, financial, and design proposals. You will play a key role in ensuring that tenders are both competitively priced and technically sound, while adhering to project methodologies and timelines.

Duties and Responsibilities:

Tender Preparation & Management:

• Lead and coordinate the preparation of tender submissions, ensuring all technical, commercial, and design aspects meet client requirements and project specifications.
• Work with cross-functional teams to gather necessary documentation, drawings, and technical specifications for tender proposals.
• Ensure all tender documentation is prepared in compliance with company policies, industry standards, and legal requirements.
• Develop and manage tender schedules, ensuring timely submission and review of proposals.

• Apply relevant methodologies and project programs (such as PMBOK, PRINCE2, Agile, etc.) to develop clear, structured project plans and timelines.
• Assist in the development of detailed project programs, including sequencing, resource allocation, and risk management.
• Ensure that tender submissions reflect realistic project timelines and resource needs, considering all possible constraints.

• Collaborate with engineering and design teams to develop and present high-quality, cost-effective designs that meet client specifications and regulatory standards.
• Support the technical aspects of the tender, ensuring the designs proposed align with project requirements and engineering best practices.
• Provide technical advice and clarifications during the tender phase and respond to any design-related queries from clients or stakeholders.

• Prepare detailed cost estimates and pricing for tenders, ensuring competitiveness and profitability while adhering to budgetary constraints.
• Analyze project scope, resources, and requirements to develop accurate cost breakdowns and value-engineered alternatives.
• Work closely with procurement and suppliers to obtain accurate quotes and cost data for materials, equipment, and services.

• Ensure that all submissions are compliant with client specifications, deadlines, and submission guidelines.
• Review and verify all tender documentation to ensure completeness, accuracy, and consistency.
• Participate in tender review meetings and discussions, addressing any technical or pricing queries.

• Identify and assess risks in the tendering process and project execution, ensuring that mitigation strategies are clearly defined.
• Ensure all tenders comply with industry standards, regulatory requirements, and contractual obligations.

• Liaise with clients, consultants, and project stakeholders to gather additional requirements and clarify scope or technical details.
• Provide clear communication throughout the tender process, ensuring clients understand the proposed design and pricing.

• Minimum of 5 years of experience in tender administration and engineering, with experience in methodologies, project programs, design, and pricing.
• Proven track record of preparing successful tender submissions for large projects.
• Experience with project management methodologies (e.g., PMBOK, PRINCE2, Agile).
• Familiarity with tender software and systems (e.g., Tendering platforms, Excel, Project Management tools).

• Minimum BEng in engineering.

• Will be agreed based on qualifications, applicable banking experience and previous earnings.
