Main purpose of the job:
- In consultation with the District Manager, to coordinate and support the implementation of the DREAMS’ School-based HIV and Violence prevention program, in order to ensure the delivery of quality services offered as part of a comprehensive package of care through mobile service delivery, and achievement of targets
- The incumbent should ensure the establishment of an enabling environment and availability of resources for the sub-district implementation team to deliver on their work plan

Key performance areas:
- Coordinate, and promote the implementation of the School-based HIV & GBV program at the sub-district level including facilities, schools, and community
- Contribute to the development, implementation, and regular review of the sub-district-based work plan for PrEP and SRH with the District Manager and Clinical Mentor
- In collaboration with the District Manager and the Clinical Mentor, develop and implement project management tools to enable effective program delivery such as weekly driving roster, 4-month mobile schedule updated, and daily/weekly data dashboards assessing performance
- Working closely with the M&E Technical team, leading data-driven planning sessions at the sub-district level
- Facilitate regular meetings with the sub-district team to ensure outputs are delivered and to review progress on the implementation plan
- In collaboration with the District Manager and Clinical Mentor identify the needs of the program at a sub-district level and obtain or advocate for resources required
- Coordinate and troubleshoot all program-related activities
- Coordinate the development and implementation of Quality Improvement Plans (QIPs) to address relevant program implementation gaps that require immediate turn-around strategies such as improving uptake of services, PrEP Continuation, etc., in collaboration with the District Manager and Clinical Mentor
- Identifying areas of best practices and documenting success stories
- Support the sub-district team, ensuring that communication between teams is optimal and that program activities are coordinated and leveraged on a daily basis
- Ensure coordination across program streams including ISHP, PrEP, and SRH; Demand Creation, Community Services & Linkages, Clinical, M&E, and Capacity Building
- Support activities that increase access to adolescent and youth-friendly services (AYFS) including the utilization of youth zones and Safe spaces at the community level
- Develop and effectively manage relationships with relevant Wits RHI structures and other programs
- Contribute to the achievement of Wits RHI’s corporate goals and objectives
- Serve as a representative or point of contact for the Schools project in the sub-district, including standing in for the District Manager when required
- Develop and effectively manage relationships with external stakeholders including DOE, DOH, DSD, donors, Civil Society structures, and other partners in the sub-district
- Attend and participate in regular strategic and coordination meetings such as DREAMS partner meetings, DOH partner meetings, and Technical Working groups in the district
- Coordinate the timely submission of relevant reports required and that contribute to district outputs
- Coordinate program activities with external agencies such as public health, NGO partners, regulatory bodies, donor monitoring and auditing agencies, and others as necessary
- Under the supervision of the District Manager, manage sub-district staff including providing supervision support and daily time attendance
- Supervise and manage the daily duties of supervisees and sub-district team to ensure optimal staff performance and maintenance of sound labor relations
- Mentor sub-district team members to comply with the organization's policies
- Coordinate regular meetings with the sub-district team and undertake regular implementation site visits in collaboration with the Clinical Mentor, to ensure outputs are delivered
- Ensure each cadre of staff performs as per daily targets
- Conduct staff performance assessments together with District Manager or Clinical Mentor, on sub-district staff including probation and annual appraisals
- Identify sub-standard performance and consult District Manager or Clinical Mentor to take necessary corrective action
- Attend to all staffing requirements and administration at the sub-district level
- Promote harmony, teamwork, and sharing of information
- Coordinate the recruitment process for replacements or new staff appointments, in collaboration with the District Manager
- Coordinate the process for onboarding and orientation of new starters in the sub-district, in collaboration with the District Manager or Clinical Mentor
- Liaise with the District Manager to conduct a skills audit to identify the training needs of sub-district implementing staff
- Liaise with the District Manager and other Technical Leads to develop training plans based on skills audit results
- Where applicable or required, provide formal training including off-site and, on the job to facilitate skills transfer to internal staff
- Identify and support training needs as relevant for DOH or DOE officials, in collaboration with District Manager and Capacity Building Lead
- As per program requirements coordinate and facilitate School sensitizations and engagements, in line with the implementation of the SOP for SRH and Social services
- Conduct post-training evaluations to get feedback on the effectiveness of training
- Ensure training-related registers, assessments, and evaluations completed in the sub-district are filed and hard copies provided to the District Manager
- Take ownership and accountability for tasks and demonstrates effective self-management
- Follow through to ensure that quality and productivity standards of own work are consistently and accurately maintained
- Maintain a positive attitude and respond openly to feedback
- Take ownership of driving your own career development by participating in ongoing training and development activities such as conferences, workshops, etc.
Required minimum education and training:
- Bachelor’s Degree or equivalent in Development Studies, Social Science, Public Health, Management, or related fields
- Understanding and knowledge of HIV, SRH, PrEP, and GBV
- Excellent written and oral communication skills in English, including report writing
Required minimum work experience:
- At least 2 - 3 years of experience working in the Health and Education sector, involved in programs providing a comprehensive package of SRH services including HTS, PrEP, PEP and STI screening, Child Protection, Gender Based Violence (GBV), and Youth programs
- Experience in working with SAG ministries (DOE, DSD, DOH) and other government departments at sub-district and district level
- Experience with PEPFAR-funded projects will be an added advantage
- Experience in DREAMS program implementation
- Experience in coordinating community-based program implementation
Desirable additional education, work experience, and personal abilities:
- Qualification or experience in training, mentoring, project management, team building, and quality improvement methodologies
- Sound knowledge and some experience to include: ART, PrEP, and PEP initiation and management; HIV testing; and provision of sexual and reproductive health services, including contraception, STI, and related services
- Knowledge of district DOH and DOE health structures including Schools and community health services
- Experience working in a donor-funded organization/NGO or project-based environment
- Exceptional organizational, administrative, and effective communication skills together with working knowledge of Microsoft Office and Excel
- Ordered and systematic in approach to tasks
- Pro-active, and able to exercise discretion
- Able to prioritize own workload and work towards deadlines
- Self-motivated, able to work independently and work as part of a multidisciplinary team
- Able to speak other common African languages in the sub-district
Demands of the job:
- Adaptable, flexible, able to problem-solve, and coordinate mobile services
- Domestic traveling and working overtime/after-hours may be required from time to time; must be contactable after working hours
- Able and willing to work flexible hours as needed and without constant or close supervision
- Highly pressurized environment
- Requires attention to detail
