A leading organisation in the water sector is seeking a Programme Manager: Water Reuse to spearhead the development of municipal water reuse projects across South Africa.

A leading organisation in the water sector is seeking a Programme Manager: Water Reuse to spearhead the development of municipal water reuse projects across South Africa. This pivotal role will drive project preparation, financing, and implementation, ensuring that innovative water reuse solutions contribute to national water security.

Key Responsibilities:

Develop and implement strategies to optimise support for municipalities and water boards in addressing water reuse challenges.
Lead the establishment of a standardised water reuse programme within the Water Partnerships Office (WPO).
Identify and develop a pipeline of water reuse projects, securing funding and ensuring effective project structuring.
Manage multiple water reuse infrastructure projects, ensuring alignment with national policies and frameworks.
Engage with key stakeholders, including municipalities, water boards, private sector partners, and regulatory bodies.
Oversee procurement processes, contract management, and compliance with safety, health, and environmental standards.
Lead a team of technical specialists, fostering a culture of high performance and continuous improvement.

Ideal Candidate Profile:

Degree in Engineering (Civil Engineering preferred) with professional registration from the Engineering Council of South Africa (ECSA).
10+ years’ experience in water reuse infrastructure projects, including Engineering, Procurement and Construction (EPC) and Operations & Maintenance (O&M).
5+ years’ experience in a senior project management role, with the ability to lead multidisciplinary teams.
Strong knowledge of municipal planning cycles, project preparation, and public-private partnerships (PPP).
Expertise in South Africa’s water sector regulations, including PFMA, MFMA, NWA, and WSA.
Demonstrable experience engaging with high-level government stakeholders and navigating complex regulatory environments.
Additional qualifications in Project/Programme Management or experience in full resource recovery (biogas and sludge beneficiation) would be advantageous.
