Director Health Systems Strenthening

SUMMARY:
Our client a South African NPO that drive change for improved health access an outcomes in Africa and beyond is hiring for a Director - Heath Systems Strengthening.

The purpose of the position is to provide overall strategic leadership and management of HSS programmes ensuring desired outcomes and objectives are delivered. The incumbent is responsible for management oversight of a wide range of Health Systems Strengthening projects, stakeholder management and relationship building and ensures that all projects in the unit achieve the intended outcomes based on the funder specifications and national objectives.

Kay Activities:

• Proactive development and maintenance of relationships with clients, funders, donors, partners and stakeholders
• Lead the formulation of overall strategies, policies and procedures and SOP’s for HSS programmes and projects
• Attend strategic networking meetings and forums with funders, partners and other stakeholders.
• Represent the client at International, national, provincial and district level
• Provide leadership and overall management on planning and implementation of various programmes and projects
• Provide leadership and innovative services that respond to the stakeholder needs and best service in the market.
• Provide technical support to the HSS programme teams in project planning, execution, monitoring and reporting.
• Ensure effective internal communication through attendance and participation in various forums
• Report detailed status updates to leadership and engage with the Board of Trustees

• Provide overall direction, guidance and support in the implementation and monitoring of HSS projects in line with best practices 
• Provide strategic guidance to HSS programme and project managers in design and implementation of the programmes and projects within set workplans
• Initiate and develop strategic goals and operational plans according to the strategic objectives of the organisation, funder requirements, and national objectives and monitor implementation
• Devise evaluation strategies to monitor performance and determine improvements
• Coordinate with programme teams and other stakeholders to create detailed implementation plans including deadlines, milestones, processes and risk mitigation protocols
• Apply change, risk and resource management principles when needed for each project or programme under management
• Ensure that HSS projects are promoted on the website and that project reports and information is safely stored.
• Ensure that outputs produced by the HSS programme maintain high quality standards that reports are clear, objective and based on comprehensive and valid data
• Ensure programme activities are carried out in timely manner and coordinate work in different areas with other organisations
• Ensure that each project or programme has a suitable monitoring and evaluation component and an appropriate communication/advocacy component

• Identify potential funding opportunities and support the development of proposals to ensure the financial stability of the unit and the organisation.
• Develop and approve budgets and operations
• Monitor projects expenditure monthly
• Work with Finance in preparation of annual unit, project budgets and mid-year budget reviews
• Ensure efficient allocation and use of HST assets

• Manage the HSS Programmes staff and teams to ensure policies, procedures and practices are developed, implemented and maintained
• Attract, develop, coach and retain a high performing team, in line with organisational objectives, and succession plan
• Lead the people management practices including employment equity, Diversity, employee engagement, employee wellness for the programmes teams
• Ensure the implementation of performance agreements, and performance appraisals to monitor performance of the HSS Programmes team
• Timely submission of HSS Programs team timesheets.

• Degree in Health discipline (nursing, pharmaceutical, medical or related field)
• A masters degree in Public Health
• A masters in Business Administration is an added advantage
• Excellent command of English language, both written and verbal.
• A valid drivers license
• 10 years relevant experience of which 5 years should be at senior management level,
• Proven track record as a successful program director, program manager or project manager
• Ability to work in a complex multi-stakeholder environment
• Experience managing complex programs implemetation
• Experience in managing large budgets and staff
• Experience with project management systems and processes
• Experience in the NPO Sector
